Team Lead, Operations, to ICARS

Are you an experienced leader in the operational and administrative field with strong competencies both with regards to HR and finance? Would you like to work in an international environment making a difference for global health? Then, you may be our new Team Lead for Operations. The activities of ICARS are expanding and we are looking for a candidate to work closely together with the Director of Operations heading ICARS’ administrative and operational activities, including finance, compliance, IT, HR and safety.

About ICARS

The International Centre for Antimicrobial Resistance Solutions (ICARS) is a young organization with a mission to develop evidence-based solutions to mitigate antimicrobial resistance (AMR) in low- and middle-income countries. Working in partnership with low- and middle-income countries (LMICs), ICARS uses intervention and implementation research to support the countries in implementing their National Action Plans.

ICARS was initially part of the Danish Ministry of Health but became an independent self-governing institution in November 2021. We have in this process worked to establish the necessary administrative and financial systems and procedures and still have a close cooperation with the Ministry of Health which has the oversight role of ICARS. A number of financial and administrative services are procured via the Ministry of Health, including financial services and salary payments.

About the position

ICARS’ Department of Operations, Partnerships and Communications is headed by the Director of Operations and covers a broad range of areas, including HR, finance, compliance, governance, communications, outreach, partnerships, monitoring, evaluation and learning. As Team Lead for Operations, you will work closely with the Director of Operations to head ICARS’ administrative and operational activities, including financial control, follow up on grant agreements, reporting to donors, follow up on audits, procurement, IT compliance and HR.

You will take on the role of Team Lead for the operations team, including line management responsibility for this team. The team currently consists of 6 staff members.

Also, you will act as deputy for the Director of Operations, on a case-by-case basis assisting the Director in the daily management of the department and as Acting Director of the department when the Director of Operations is not in the office.

Your main tasks will include:

  • Daily management of the operations team, including but not limited to day-to-day dialogue and giving feedback to staff members on the daily operations, and upon delegation from the Director of Operations making decisions about operational matters, including
    • Heading recruitments and development of HR-policies, including managing ICARS’ security set-up in relation to international travels
    • Overseeing the follow-up on budgetary and financial matters, including follow up on grant agreements, reporting to donors and follow-up on audits
    • Overseeing legal issues among other in relation to compliance, including procurement and GDPR
  • Line management of the operations team, including performance management and professional development of the staff members in that team
  • In collaboration with the Director of Operations to lead discussions in the OPC-department on the strategic development of the operational activities
  • When relevant representation of ICARS in meetings with external stakeholders
  • Advising ICARS Executive Management on operational and administrative matters through participation in management meetings.
You will refer to the Director of Operations as your line manager.

Your background, professional and personal qualifications

The ideal candidate holds a degree at master level in a relevant field (could be a degree in law, public administration or similar), and holds experience from similar positions, including demonstrated skills and experience with team management.

The candidate has a minimum of 7-10 years of experience within the areas covered by the operations team and is ready to take on a leadership role with a large degree of responsibility. As we are obligated to follow salary and employment conditions for public employees in Denmark as well as Danish accounting regulations, we are looking for a person with extensive knowledge of these areas but also with appetite for international collaboration and development. As we are to a large extent recruiting internationally, experience with international recruitments will be considered an advantage.

Furthermore, the candidate is expected to have the following qualifications and experiences:

  • Excellent organisational skills with demonstrated ability to successfully manage competing priorities
  • Natural leader who is also proactive, self-motivated, responsible and solution-focused
  • Strong verbal and written communication skills, including the ability to synthesise information and conveying key points clearly and concisely
  • Strong interpersonal skills with evidence of having developed and maintained positive working relationships
  • Strategic thinker with a global perspective but also paying attention to detail
  • Evidence of ability to multi-task and manage a fluctuating and at times heavy workload
  • Ability to work independently, as well as with teams and ability to work across global teams
  • Proficiency in English (English is our working language). As the position will entail contact with several Danish authorities and agencies, knowledge of Danish will be considered an advantage.
Terms of employment

You will be employed in accordance with the collective agreement between the Danish Ministry of Finance and the Danish Federation of Professional Associations (AC) (overenskomst for akademikere i staten). Appointment terms will be as senior consultant with personnel management. Salary will depend on your educational background and level of experience.

We are based at Statens Serum Institut in Copenhagen, Denmark.
